Build Policy People Can Follow

By Timothy C. Colwell, Executive Vice President at AOTMP

Can your employees quickly understand what a policy requires and apply it in the moment they need it?

The AOTMP Community, including Advisory Council members, Industry Leadership Committee members, subscribers, and thought leadership followers, consistently tells us that many policies are written to satisfy auditors rather than to help employees make sound day-to-day decisions.

That creates a problem. If a policy is too long, too vague, or too legalistic, people will ignore it or misunderstand it. And if it is not updated often enough, it will lag behind the real risks the business faces. In fast-moving areas such as AI, data privacy, and telecom compliance, outdated policy is almost as risky as having no policy at all.

The fix is not more paperwork. The fix is practical clarity. A policy should tell people what they need to do, why it matters, and who to contact when they have questions. It should be short enough to read and specific enough to use.

Actions to take

  • Rewrite policies in plain language.
  • Tie each rule to a business reason or risk.
  • Review policy content quarterly in fast-changing areas.
  • Use local policies where enterprise policy is still catching up.
  • Pair policy releases with training and audit checks.

How to measure success

  • Better policy awareness across teams.
  • Fewer violations caused by confusion.
  • Faster adoption of new rules or guardrails.
  • More consistent behavior across business units.
  • Fewer exceptions requiring manual intervention.

Good policy is not a barrier to progress. It is a guide that helps the business move quickly without creating avoidable risk. The simpler the policy, the more likely it is to shape behavior.

About Bearstone

Bearstone is a telecom vendor governance firm founded by Bill Henrichs, Former Head of Telecommunications at Simon Property Group. Managing telecom for a 200+ site portfolio, Bill saw what most CIOs learn: invoices routinely carry unauthorized charges — services billed after disconnect, rates outside contracted terms — that no one is validating line by line. He built Bearstone to close that gap.

Bearstone delivers BearGuard — a managed governance service that validates invoices against contracted terms, surfaces unauthorized charges and variance, and holds carriers accountable for correction. Where TEM platforms stop at reporting, BearGuard begins.

Headquartered in Noblesville, Indiana, Bearstone serves multi-site enterprises — retail, hospitality, and distribution — with 200+ locations or $2M+ in annual telecom spend.
