How to Identify & Prioritize Technical Debt

By Timothy C. Colwell, Executive Vice President at AOTMP
A debt meter, presented as a stylized gauge or speedometer graphic with clear, legible text indicating zones: 'Healthy', 'Warning', and 'Critical'. The design should be visually appealing, with carefully placed text elements and distinct color-coded zones for immediate comprehension.

Every organization accumulates technical debt, whether it’s outdated infrastructure, aging applications, or unsupported hardware, that gradually diminishes performance and agility. Effectively managing this debt begins with understanding its existence and severity.

A highly effective way to uncover technical debt is to implement an IT health scoring system. This system evaluates applications based on factors like infrastructure versions, software updates, and security posture. Each application receives a score indicating its overall health and risk level. IT leaders can leverage these scores to identify which areas require the most attention.

Regular assessments are equally crucial. In addition to confirming the latest software versions, a thorough evaluation should also examine security vulnerabilities, architectural dependencies, and performance efficiency. An accurate inventory of hardware and software assets ensures that no application or system is overlooked during these reviews.

For hardware, prioritizing upgrades becomes much simpler when guided by end-of-life and end-of-support timelines. By proactively replacing or upgrading assets before their support expires, organizations can mitigate risks and avoid unplanned emergencies that drain resources from innovation.

Together, these steps—scoring, assessing, and cataloging—lay a foundation for decisive action. With clear visibility into the health of every asset, organizations can direct investments toward the areas with the most significant impact, thereby gradually strengthening the entire IT ecosystem

About Bearstone

Bearstone is a telecom vendor governance firm founded by Bill Henrichs, Former Head of Telecommunications at Simon Property Group. Managing telecom for a 200+ site portfolio, Bill saw what most CIOs learn: invoices routinely carry unauthorized charges — services billed after disconnect, rates outside contracted terms — that no one is validating line by line. He built Bearstone to close that gap.

Bearstone delivers BearGuard — a managed governance service that validates invoices against contracted terms, surfaces unauthorized charges and variance, and holds carriers accountable for correction. Where TEM platforms stop at reporting, BearGuard begins.

Headquartered in Noblesville, Indiana, Bearstone serves multi-site enterprises — retail, hospitality, and distribution — with 200+ locations or $2M+ in annual telecom spend.
