Managing Mobile in 2025: BYOD, Corporate Liability, and the Evolving Compliance Landscape

Mobile device management continues to present complex challenges as organizations navigate the tradeoffs between security, cost, and employee flexibility.

Leading practices differentiate device management strategies based on user roles, compliance needs, and operational requirements. Corporate liable (CL) devices are best reserved for employees who require specialized applications or high levels of security, such as regulated industries or field technicians. For broader employee groups, Bring Your Own Device (BYOD) programs supported by mobile device management/unified endpoint management (MDM/UEM) tools can reduce costs and increase convenience.

Offering stipends to employees who use personal devices for work can empower choice but requires careful attention to legal and tax compliance, especially under U.S. IRS Publication 15-B and varying state laws (e.g., California, Illinois, New York). Organizations must keep current with changing legislation and implement clear policies to handle reimbursement and tax liability fairly.

Cost pressures are accelerating the trend toward BYOD in many industries; however, balancing this with security imperatives demands thoughtful policy design, technical controls, and employee education. Avoid forcing employees to co-mingle personal and company data and, when possible, maintain separation through containerization or dedicated secure apps.

Periodically auditing mobile usage and billing ensures cost avoidance and improves the effectiveness of management platforms, turning mobile management from a cost center into a value contributor.
