Operational Tactics That Drive TEM Results

Technology Expense Management (TEM) creates the most value when it is actively managed, consistently communicated, and aligned to business outcomes. It is not just about cost reduction; it’s about enabling better decisions, improving efficiency, and strengthening financial control. The following operational tactics help translate TEM into measurable impact.

Tactic #1: Make Value Visible

Savings do not speak for themselves. Without deliberate communication, even major wins go unnoticed.

Establish a regular reporting cadence and translate savings into business terms such as budget reallocation, cost avoidance, or funding for strategic initiatives. Tailor messaging for different stakeholders so that finance, IT, and leadership each see relevant outcomes.

Tactic #2: Connect Metrics to Outcomes

Raw numbers are less meaningful than what they enable.

Tie TEM results directly to business impact, such as reinvestment, improved vendor performance, risk reduction, or operational efficiency. For example, position savings as funding for growth initiatives rather than isolated cost reductions.

Tactic #3: Reinforce the Narrative

Recognition requires repetition. TEM value should be consistently reinforced across multiple forums.

Integrate updates into executive reviews, financial reporting, and cross-functional meetings. Treat storytelling as an ongoing effort, not a one-time report.

Tactic #5: Balance Automation with Expertise

TEM tools provide scale and insight, but they are not a substitute for internal knowledge.

Use automation to surface opportunities, while relying on internal teams to interpret data, validate actions, and align decisions with business priorities. Position TEM as an enabler within a broader operating model.

Tactic #5: Reallocate Talent to Higher-Value Work

Automation frees up capacity, and how that capacity is used determines the outcome.

Shift resources from transactional tasks like invoice processing to vendor management, analytics, and strategic planning. This transition allows teams to identify and act on optimization opportunities proactively.

Tactic #6: Maintain Continuous Oversight

TEM is not a one-time initiative. Savings can erode without ongoing governance.

Assign ownership to monitor trends, validate outcomes, and address issues as they arise. Regular oversight ensures sustained performance and prevents regression.

Tactic #7: Turn Data into Action

Data alone does not create value; decisions do.

Define clear ownership and decision paths for acting on TEM insights. Use data to inform budgeting, vendor negotiations, and capacity planning. The goal is to enable faster, more confident decisions that drive results.

Organizations that operationalize TEM through communication, governance, and alignment consistently achieve stronger outcomes. When supported by both technology and internal expertise, TEM becomes a reliable driver of efficiency, accountability, and business value.

About Bearstone

Bearstone is a telecom vendor governance firm founded by Bill Henrichs, Former Head of Telecommunications at Simon Property Group. Managing telecom for a 200+ site portfolio, Bill saw what most CIOs learn: invoices routinely carry unauthorized charges — services billed after disconnect, rates outside contracted terms — that no one is validating line by line. He built Bearstone to close that gap.

Bearstone delivers BearGuard — a managed governance service that validates invoices against contracted terms, surfaces unauthorized charges and variance, and holds carriers accountable for correction. Where TEM platforms stop at reporting, BearGuard begins.

Headquartered in Noblesville, Indiana, Bearstone serves multi-site enterprises — retail, hospitality, and distribution — with 200+ locations or $2M+ in annual telecom spend.
