The Pros and Cons of TEM Vendor Bill Pay Models

By Timothy C. Colwell, Executive Vice President at AOTMP

Managing telecom and technology invoices is a complex, resource-heavy process. Many organizations now rely on Technology Expense Management (TEM) providers to simplify billing and payment workflows, but not all bill pay models fit every financial environment. The right approach depends on the level of control, transparency, and efficiency a company requires, as well as the level of risk it is willing to delegate.

Two Common Bill Pay Approaches

TEM bill pay typically follows two models. In one model, the TEM provider batches and audits invoices for client approval before the client pays them directly. In the other, the TEM provider pays invoices on the client’s behalf, often using a funding or credit card arrangement. Each approach carries different implications for process control, accountability, and financial reporting.

Advantages of Vendor Bill Pay

When the TEM provider manages payments end-to-end, organizations often gain significant operational efficiencies. Accounts payable teams handle fewer invoices, reconciliation becomes easier, and late payment fees are virtually eliminated. Centralized bill pay also provides clearer visibility into payment status and timing, improving forecasting and supporting global invoice management.

Some TEM providers use credit cards to fund payments, which can yield cash-back rewards or rebates. These benefits can reduce overall program costs, but it’s important to confirm whether the provider shares those rewards or retains them as part of their fee structure.

Oversight & Risk Considerations

Convenience must be balanced with control. Vendor-paid models shift payment responsibility outside the organization, making governance and oversight essential. Strong approval workflows, regular audits, and systematic reconciliation help ensure accuracy. “Trust but verify” should be the rule; clients should approve payments at the batch level and periodically review exceptions or anomalies.

Even in client-managed payment models, coordination with the TEM provider remains critical. Without consistent communication and timely approvals, billing errors or late payments can still occur, undermining the efficiency gains of TEM automation.

Finding the Right Balance

No single model works for every organization. Those operating under strict compliance or decentralized financial policies may prefer to retain direct payment control. By contrast, companies seeking scalability, centralization, and reduced administrative effort often benefit from vendor-managed bill pay.

Best Practice Guidance

  • Align the bill pay model with internal audit and control frameworks.
  • Require clear approval workflows and escalation procedures.
  • Clarify whether rebates or credit card incentives are shared.
  • Maintain ongoing collaboration between finance, AP, and TEM teams.
  • Monitor transparency, reporting accuracy, and exception trends.

When managed effectively, TEM vendor bill pay streamlines financial operations while maintaining strong oversight. The key is to design a process that delivers efficiency without compromising accountability or control.

About Bearstone

Bearstone is a telecom vendor governance firm founded by Bill Henrichs, Former Head of Telecommunications at Simon Property Group. Managing telecom for a 200+ site portfolio, Bill saw what most CIOs learn: invoices routinely carry unauthorized charges — services billed after disconnect, rates outside contracted terms — that no one is validating line by line. He built Bearstone to close that gap.

Bearstone delivers BearGuard — a managed governance service that validates invoices against contracted terms, surfaces unauthorized charges and variance, and holds carriers accountable for correction. Where TEM platforms stop at reporting, BearGuard begins.

Headquartered in Noblesville, Indiana, Bearstone serves multi-site enterprises — retail, hospitality, and distribution — with 200+ locations or $2M+ in annual telecom spend.
