Inventory Accuracy Must Be Managed Through Change

By Timothy C. Colwell, Executive Vice President at AOTMP

Why does your organization still discover inaccurate technology inventory only after an invoice, outage, audit, or renewal exposes the problem?

The AOTMP Community, including Advisory Council members, Industry Leadership Committee members, subscribers, and thought leadership followers, consistently tells us that inventory accuracy is not a cleanup exercise. It is a change management discipline.

Technology inventory changes every day. Mobile devices are reassigned, circuits are installed or disconnected, licenses are provisioned, cloud services are adjusted, and employees join, leave, or change roles. If those changes are not captured when they occur, the organization gradually loses visibility into what it owns, uses, supports, and pays for.

Lack of visibility leads to overspending, delayed disconnects, unsupported users, inaccurate chargebacks, failed audits, and teams spending valuable time reconciling systems after the fact.

Best Practice: Close the loop with every change

Treat every move, add, change, or disconnect as incomplete until the technical, financial, and inventory records agree.

  • Connect ordering, workflow, inventory, and invoice processing systems wherever practical.
  • Track order status throughout the process, not only after completion.
  • Validate completion both technically and financially.
  • Use invoice variance reporting to investigate exceptions, not as the primary method of confirming change.
  • Reduce manual handoffs that introduce delays and errors.

Actions to Take

  • Document the full lifecycle workflow for services, devices, assets, and licenses.
  • Define the source of truth for each inventory data element.
  • Require technical acceptance and billing validation before closing a change request.
  • Establish accountability with internal teams, providers, and Technology Expense Management (TEM) partners.
  • Identify manual workflow points that can be automated or controlled through quality checks.

How to Measure Success

  • Percentage of inventory records validated against technical and financial evidence.
  • Time between a completed change and inventory update.
  • Number of billing exceptions caused by inaccurate inventory.
  • Number of inactive, disconnected, or unassigned items still generating charges.
  • Reduction in time spent on historical reconciliation and audit cleanup.

Accurate inventory does not happen because a team runs an occasional audit. It happens when change control is designed to preserve accuracy as technology evolves. That discipline gives practitioners a more reliable foundation for cost management, operations, sourcing, security, and service delivery.

About Bearstone

Bearstone is a telecom vendor governance firm founded by Bill Henrichs, Former Head of Telecommunications at Simon Property Group. Managing telecom for a 200+ site portfolio, Bill saw what most CIOs learn: invoices routinely carry unauthorized charges — services billed after disconnect, rates outside contracted terms — that no one is validating line by line. He built Bearstone to close that gap.

Bearstone delivers BearGuard — a managed governance service that validates invoices against contracted terms, surfaces unauthorized charges and variance, and holds carriers accountable for correction. Where TEM platforms stop at reporting, BearGuard begins.

Headquartered in Noblesville, Indiana, Bearstone serves multi-site enterprises — retail, hospitality, and distribution — with 200+ locations or $2M+ in annual telecom spend.
