How to Turn Technology Management from Cost Center to Strategic Advantage

By Timothy C. Colwell, Executive Vice President at AOTMP

Most organizations still treat technology management as a necessary expense instead of a strategic advantage that can shape market position, customer experience, and long-term growth. When IT is boxed into a cost-center role, decisions focus on squeezing price instead of maximizing value, leading to underinvestment, talent loss, and stalled innovation. Shifting this mindset requires a deliberate reset of expectations across finance, procurement, and business leadership, not just a new set of tools.

The first step is redefining the narrative. Rather than leading with “How do we cut this bill?”, technology leaders should frame conversations around “What business outcome are we trying to improve?” and “What would it cost us not to fix this problem?” That reframing links spending to outcomes such as reduced churn, higher productivity, or new revenue, making investment discussions more credible. When leadership sees technology as an enabler of measurable outcomes, budget conversations become more strategic and less adversarial.

Next, align tool adoption and process changes with a clearly articulated strategy. Fragmented tools, spreadsheets, and shadow IT dilute value and hide risk. A unified roadmap for telecom, mobility, cloud, and SaaS should prioritize integration, data quality, and governance so leaders can trust the information they use to make decisions. That roadmap should also show the sequencing: which quick wins demonstrate value and which foundational projects unlock longer-term gains.

Talent is the third pillar. Many organizations are losing experienced professionals due to commoditized pricing and offshoring, which erodes quality and institutional knowledge. Investing in skilled technology management professionals and giving them a seat at the table in planning, procurement, and transformation initiatives directly impacts service quality and business satisfaction. Upskilling existing staff on financial literacy, vendor management, and AI-enabled workflows further amplifies their impact.

Finally, measure and communicate outcomes consistently. Track metrics such as cost avoided, time saved, error reduction, faster cycle times, and improved user satisfaction, not just hard savings. Share those results in business terms that resonate with executives and line-of-business stakeholders. Over time, a disciplined focus on outcomes, aligned tools, and empowered talent will reposition technology management from a back-office cost center into a strategic engine for the business.

About Bearstone

Bearstone is a telecom vendor governance firm founded by Bill Henrichs, Former Head of Telecommunications at Simon Property Group. Managing telecom for a 200+ site portfolio, Bill saw what most CIOs learn: invoices routinely carry unauthorized charges — services billed after disconnect, rates outside contracted terms — that no one is validating line by line. He built Bearstone to close that gap.

Bearstone delivers BearGuard — a managed governance service that validates invoices against contracted terms, surfaces unauthorized charges and variance, and holds carriers accountable for correction. Where TEM platforms stop at reporting, BearGuard begins.

Headquartered in Noblesville, Indiana, Bearstone serves multi-site enterprises — retail, hospitality, and distribution — with 200+ locations or $2M+ in annual telecom spend.
