Essential Metrics for Technology Cost Optimization

By Timothy C. Colwell, Executive Vice President at AOTMP

Cost optimization in technology is no longer about one-time cuts; it is about building a repeatable, data-driven discipline. The right metrics turn raw spend data into insight, and insight into informed action.

Start with vendor and service views

Begin by analyzing spend by vendor to see where the largest checks are going and where consolidation could increase purchasing power and reduce vendor management overhead. Pair this with spend by service type to highlight top cost categories, overlaps between tools, and services that may be obsolete or nearing end-of-life.

Add trends and “top/bottom” analysis

Looking at spend trend by service type over time helps you spot where costs are increasing or decreasing, validate business case assumptions, and feed more accurate forecast models for sourcing and contract events. A focused top/bottom 5 view by service type creates a practical shortlist: high-spend services for consolidation at the top, and low-spend, rarely used services for catalog simplification at the bottom.

Connect spend to the business

Technology cost data becomes more powerful when mapped to business structures. Top/bottom 5 spend by cost center shows where technology underpins the most value and where deeper conversations about usage, redundancy, and standards can unlock savings. These discussions often expose patterns such as multiple overlapping meeting platforms in the same team, signaling rationalization opportunities.

Bring in location and user detail

Adding top/bottom 5 spend by location reveals geographic hotspots and supports additional metrics like spend per headcount or spend-to-revenue ratio by site. At the most granular level, top/bottom 10 spend by user surfaces outliers whose behaviors can distort averages, helping you set control thresholds and design targeted exception reporting.

Turn metrics into action

Taken together, these metrics create a layered view of where technology money is going and why. Use them to prioritize optimization initiatives, build stronger sourcing strategies, and continually refine standards so cost efficiency becomes an ongoing outcome, not a once-a-year project.

About Bearstone

Bearstone is a telecom vendor governance firm founded by Bill Henrichs, Former Head of Telecommunications at Simon Property Group. Managing telecom for a 200+ site portfolio, Bill saw what most CIOs learn: invoices routinely carry unauthorized charges — services billed after disconnect, rates outside contracted terms — that no one is validating line by line. He built Bearstone to close that gap.

Bearstone delivers BearGuard — a managed governance service that validates invoices against contracted terms, surfaces unauthorized charges and variance, and holds carriers accountable for correction. Where TEM platforms stop at reporting, BearGuard begins.

Headquartered in Noblesville, Indiana, Bearstone serves multi-site enterprises — retail, hospitality, and distribution — with 200+ locations or $2M+ in annual telecom spend.
