Govern SaaS as an Enterprise Portfolio

By Timothy C. Colwell, Executive Vice President at AOTMP
Make Every Report Drive a Decision

Before expanding, renewing, or consolidating SaaS investments, executive leaders should ask two questions:

  • Do we manage each significant SaaS application as an accountable business investment rather than simply as a subscription expense?
  • Can we identify the business owner, actual usage, total cost, data risk, and expected value for every material application?

The AOTMP Community, including Advisory Council members, Industry Leadership Committee members, subscribers, and thought leadership followers, tells us that SaaS growth has outpaced the management practices needed to govern it effectively. Organizations often discover that applications have been purchased across multiple departments, automatically renewed, assigned to inactive users, or adopted without a common security, financial, and operational review.

SaaS offers speed and flexibility. Without disciplined governance, however, that speed can also create unnecessary cost, fragmented data, duplicate capabilities, and increased risk.

The SaaS Management Gap

The core issue is not simply that organizations have too many applications. The issue is that many lack a management standard that makes software ownership, value, risk, and lifecycle decisions visible across the enterprise. Common gaps include:

  • Business units purchasing subscriptions without a coordinated technology, security, procurement, or finance review.
  • License counts that are not routinely compared with actual user activity and business demand.
  • Duplicate applications performing similar collaboration, analytics, workflow, storage, or AI-enabled functions.
  • Former employees, contractors, and inactive users retaining paid access to applications and corporate data.
  • Renewals occurring before decision-makers assess adoption, contractual commitments, replacement options, or future requirements.
  • Unclear responsibility for application performance, vendor accountability, security controls, and cost optimization.
  • Inconsistent use of approved applications because employees need faster access to tools that solve immediate business problems.

An unused software license may seem insignificant in isolation. Across a large application portfolio, however, inactive licenses, overlapping platforms, auto-renewals, and unmanaged premium features become recurring sources of avoidable expense and operational risk.

A Better Management Standard

Every material SaaS application should be managed as an accountable business service. That requires leaders to establish a reliable record of the application, including its purpose, users, costs, and risks. At minimum, leaders should know:

  • The executive sponsor and operational owner for each significant application.
  • The business capability the application supports and the outcomes it is expected to produce.
  • The total cost of ownership, including subscription, implementation, integration, support, and administrative effort.
  • The application’s user population, utilization level, license type, and access control status.
  • The data classification, privacy obligations, security requirements, and third-party risk profile.
  • The contract term, renewal date, notice period, pricing protections, and vendor performance commitments.
  • Whether another approved platform already provides the same or similar capability.

This standard does not require leaders to centralize every application decision. It requires the organization to establish consistent visibility, accountability, and governance before costs and risks become entrenched.

What Leading Organizations Do

Leading organizations create a practical SaaS operating model that balances business agility with enterprise accountability:

  • Maintain an authoritative SaaS inventory that connects applications to owners, contracts, users, cost centers, and risk profiles.
  • Establish tiered intake and approval processes based on spend, data sensitivity, integration complexity, and business criticality.
  • Conduct regular license rightsizing reviews using actual utilization rather than purchase assumptions.
  • Coordinate IT, security, procurement, finance, legal, and business leaders through a shared SaaS governance cadence.
  • Standardize approved application categories while maintaining a documented exception process for legitimate business needs.
  • Build automated onboarding and offboarding controls to provision and remove access promptly.
  • Review high-value renewals early enough to validate business value, consolidate demand, and preserve negotiating leverage.
  • Use SaaS data to identify duplicate capabilities, underused subscriptions, unapproved tools, and strategic consolidation opportunities.

AOTMP Perspective

AOTMP encourages organizations to move beyond viewing SaaS governance as a software cost exercise. The real objective is to manage SaaS as a portfolio of business capabilities with clear ownership, measurable value, controlled risk, and disciplined vendor accountability.

The organizations that govern SaaS effectively do not slow innovation. They create a clearer path for employees to obtain the tools they need while protecting the enterprise from unnecessary cost, complexity, and exposure.

When SaaS decisions are visible, owned, and routinely reviewed, leaders can turn subscription sprawl into a managed portfolio that supports operational performance and business growth.

About Bearstone

Bearstone is a telecom vendor governance firm founded by Bill Henrichs, Former Head of Telecommunications at Simon Property Group. Managing telecom for a 200+ site portfolio, Bill saw what most CIOs learn: invoices routinely carry unauthorized charges — services billed after disconnect, rates outside contracted terms — that no one is validating line by line. He built Bearstone to close that gap.

Bearstone delivers BearGuard — a managed governance service that validates invoices against contracted terms, surfaces unauthorized charges and variance, and holds carriers accountable for correction. Where TEM platforms stop at reporting, BearGuard begins.

Headquartered in Noblesville, Indiana, Bearstone serves multi-site enterprises — retail, hospitality, and distribution — with 200+ locations or $2M+ in annual telecom spend.
